The Commission on Elections (COMELEC) just officially announced, on October 28, that the voter registration is set to resume its operations on November 10, following previous announcement of its supposed last leg ending last May 18, 2026. This is to allow more Filipinos to register, update their information, revive, reactivate, and transfer their registration.
The said resumption will then run until July 30, 2027 with schedules spanning from every Tuesdays to Fridays and some Saturdays as well as holidays to cater more who wish to register with different availabilities.
At your convenience, COMELEC will also resume its Register Anywhere Program (RAP) and Special Register Anywhere Program (SRAP), to allow more Filipinos to conveniently register-to-vote. These programs are being administered across various COMELEC-affiliated registries including malls, universities, government offices, and select private establishments.
Before heading to the nearest COMELEC office, here’s everything that you need to know about voter eligibility, requirements, and places to go to, to apply and soon exercise your right and duty to vote.
Before heading to a COMELEC office, make sure you meet the qualifications for voter registration. Under the Philippine election laws, you must be:
- A Filipino citizen;
- At least 18 years old;
- A resident of the Philippines for at least one (1) year, and of the city or municipality where you intend to vote for at least six (6) months;
If you meet these qualifications, you’re ready to prepare your requirements.

Accomplish the COMELEC Voter Registration Form (CEF-1), which you can either print by yourself or request a copy at your designated registration site. Bring at least one valid ID accepted by COMELEC, such as the following:
- PhilSys National ID
- Postal ID
- Student ID/Library Card
- Senior Citizen ID/PWD ID
- Driver’s License/Student Permit (LTO)
- NBI Clearance
- Passport
- SSS/GSIS/UMID
- PRC ID/IBP ID
- Certificate of Confirmation from NCIP (for IPs)
Note that other valid government-issued IDs may be accepted, as long as your current residential address is reflected on your ID.
Now that you’ve confirmed your eligibility and completed your requirements, where should you go?
You can register at the Office of the Election Officer (OEO) in the city or municipality where you currently reside. COMELEC also conducts satellite registration activities in selected communities, schools, malls, and government offices to make the registration more accessible.
If you’ve moved to another city or municipality, you can apply for transfer of registration instead of registering all over again. Just make sure you’ve met the six-month residency requirement in your new locality and submit the necessary documents to COMELEC.
If you couldn’t visit your local COMELEC office, the RAP and the SRAP offer another option for eligible applicants. Through this initiative, you can access designated voter registration services at participating locations outside your city or municipality of residence, including selected malls, schools, and government offices. However, these programs are only available at designated sites and during announced schedules, so check COMELEC’s official channels before visiting.
Knowing how to vote is just the beginning. What matters is taking that step and making our voices heard.
Get registered, stay informed, and be smart about who to support, and make that precious vote count!
Check COMELEC’s official directories of NCR offices and city or municipal offices.
